What
If you hold this position you will be responsible  to direct all regulatory issues related to new and existing licensing, legislation's and consultations and manage the whole company regulations which related to ICT  in order to contribution achieving the regulatory department’s objectives.

How
 In this role your major tasks and responsibilities will be:

  • Insure adherence to rights and obligations dictated by existing licenses.
  • Manage the relation with other regulators in light of licenses and legislation in place.
  • Manage new licenses proposal, requests and validation in coordination with regulators of interest.
  • Develop and manage the company compliance processes, exercises and remedies to maximize company’s compliance.
  • Manage Consultation papers process and prepare the final response through optimum collaboration with all related internal entities.
  • Challenge the ongoing policy making processes and struggle for more involvement for Zain that can minimize new regulations` uncertainty and harm.
  • Manage newly introduced regulation analysis process and prepare the final response through optimum collaboration with all related internal entities.
  • Manage the fees process against the licenses and regulations in place, and handle all tasks and processes to assure compliance in accordance with internal related bodies.
  • Handle the dispute resolution process for disputes of regulatory nature.
  • Manage the company overall compliance and cooperate with the interested regulatory sector to assess, evaluate and enhance company compliance.
  • Own and operate the risk management processes and activities through cooperation with related bodies.
  • Design, formulate and operate regulatory department processes.
  • Manage the contracts and agreements signed with regulators and other parties for regulatory related projects and services.
  • Participate in setting the Regulatory Affairs Department yearly strategies, targets and objectives that relate to licensing and legislation and align it with the company business plan.
  • Participate in developing processes, procedures, activities and systems for team operations in licensing and legislation area.
  • Provide Regulatory affairs related advice and support to assure that the required performance is up to the strategy, road map and the business plan and compliance conditions based on the licenses and legislations in place.
  • Receive, analyze and circulate all correspondences between Zain and the regulator in relation with licensing and legislation.
  • Responsible for the Regulatory Team Database and fulfillment of regulator`s data obligations in licensing and legislation part.
  • Respond to the internal requests with advice,based on the acquired licenses and legislations in place, and regulatory approvals whenever applicable.
  • Prepare and conduct periodic and ad hoc awareness sessions that will raise the internal regulatory awareness and understanding.
  • Handle the periodic and ad-hoc reports that cover the licensing and legislations area for both internal and external clients in a timely and efficiently manor.
  • Work closely with other department entities to help performing the department strategies and plans.
  • Enhance the relation with all regulators.
  • Represent the company in local, regional and international regulatory related events.
  • Ensure compliance with all applicable policies & regulatory requirements on Information Security.


What Do I Need ?
 You will be required to have:

  • B.Sc. in law or any related field
  • Strong Knowledge in Law.
  • Strong Telecom regulatory understanding.
  • Good Risk Management Knowledge.
  • Good Economic knowledge.
  • Previous experience of Telecom business,Regulatory,technology, or Legal affair srole in a reputed organisation.
  • Demonstrable Telecommunication market knowledge and commercial acumen; and have spent significant time in the Telecom Operators in the same / related roles.
