OBJECTIVES OF THE PROGRAMME :
The overall goal of WHO's Health Emergencies (WHE) Programme is to minimize the health consequences of emergencies due to any biological, natural, technological or societal hazard. Collective and sound health emergency and disaster risk management is essential to health security, to sustainable development and to building the resilience of communities, countries and health systems. 
The objectives of WHO's WE Programme are: to help Member States build their capacity to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to minimize the impact on the health of affected populations. WHO's Health Emergencies Programme directs all of the Organization's work in health emergency risk management, with an all-hazards approach comprising risk reduction, preparedness, readiness, response and early recovery activities, and with a particular emphasis on the identification and mitigation of infectious hazards and risks. 
The Programme is responsible for establishing and managing WHO's operational capacity in acute and protracted emergencies, setting overall strategy and ensuring appropriate operational planning, managing field operations, developing and ensuring adherence to technical standards, and ensuring risk and performance monitoring. The Programme engages in relevant partnerships and inter-agency processes, recognizing that its impact should be optimized by coordinating, leveraging and facilitating the implementation roles of other local, national and international entities and partners best positioned to deliver the relevant clinical or other public health services. WHO's WHE Programme integrates and operates under the principles of humanity, neutrality, impartiality and independence in the serving populations affected by outbreaks.
Description of duties:
Purpose of the Post:
To provide technical advice in planning and implementation of the WHO's Emergency program activities in Sudan. 
Organizational Context:
Under the direct supervision of the Emergency Humanitarian (EHA)Coordinator, Sudan and technical guidance of the Manager, Emergency Management and Support at WHE/EMRO and the overall guidance of WHO Representative in Sudan, the incumbent will provide technical advice in planning and implementation of the WHO's Emergency program activities in Sudan. S/He is expected to coordinate activities in the designated areas and ensures that public health assistance is in line with international standards and local priorities by building the required capacities at the national level, producing and analyzing information on health threats, activities and outcomes, the functions can contribute to rapidly identifying and filling critical gaps in the health response during and after crisis. S/he is expected to perform his/her duties and responsibilities with highest degree of efficiency and sound judgment. The incumbent will be in close contact with the WHO field office staff, MOH and other humanitarian actors present in the country and may represent WHO in meetings with counterparts. 
Summary of Assigned Duties:
1-Manages data collection and analysis, including developing and reviewing various technical reports and documentation, achieving results such as:
-Secure information from a broad range of health sectors, analysis of data and recommendation of action. 
-Coordination of teams working on maintaining, assessing, improving and developing public health surveillance systems and registries. 
- Design implementation, follow up and reporting on assessments relevant to the health of displaced people or other population groups affected by crisis.
-Technical reviews of programme plans, reports, proposals and other documents relevant to the programme
-Comprehensive qualitative and quantitative periodic reports according to WHO developed indicators on activities in public health facilities.
2-Manages capacity building initiatives for health personnel in various health facilities and also camps, achieving results such as:
-Identification of training needs for respective target audiences and development of comprehensive plans for capacity building. 
-Preparation of training material tailored to the specific needs. 
-Arrangement and delivery of capacity building activities for health personnel in the camps and in health facilities located in the host communities
-Follow up and impact analysis on the WHO training workshops for different health care providers
3-Monitors and coordinates the implementation of planned activities, national campaigns and field action, achieving results such as: 
-Collaboration with health partners to ensure that humanitarian and public health assistance is in line with international priorities.
-Identification of priority health and nutrition-related issues among the affected population and ensuring that these are properly addressed in an integrated primary healthcare approach.
-Plan and delivery of interventions to solve urgent problems identified during the analysis phase.
-Meetings (including field meetings) with the national counterparts and UN stakeholders for planning, conducting and reprogramming of collaborative actions. Preparation of reports, recommendations and lessons learnt on and of these meetings. 
-Technical guidance for prevention and control of disease outbreaks during and after emergency situations;
REQUIRED QUALIFICATIONS
Education:
  • Essential: University degree in Medicine, or public health.
  • Desirable: Master degree in Public Health or epidemiology and/or health related field.

Purpose of the Position
 As the nutrition response in Sudan evolves, the need for strong linkages between the prevention and treatment arms of the program are becoming more evident in order to have an impact on the long-term nutrition status of children. UNICEF is best placed to lead the implementation and demonstrate the applicability of integrated approaches in nutrition programming as clearly shown in the conceptual framework for malnutrition (UNICEF 1990). The purpose of this position is to support quality scale up of the IYCF programme and support strong linkages in because treatment and prevention services for nutrition both for UNICEF and Ministry of Health.   For greater effectiveness this position will be housed at the Federal Ministry of Health in Khartoum to ensure coherence in planning, implementation and monitoring of UNICEF support to government in line with national plans.
Key Accountabilities and Duties & Tasks
  • Support the FMOH and SMOH in integration of CMAM and IYCF activities in the targeted geographic areas.
  • Support capacity development for IYCF unit at FMOH, UNICEF teams and partners with regard to C-IYCF.
  • Support scale up the IYCF interventions.
  • Development of M&E framework for IYCF and integrate it into the health and nutrition information systems.
  • Together with FMOH, document and implement procedure and time-bound phased action plan to establish and maintain linkages between IYCF and CMAM.
  • Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet Program/project objectives.
  • Assists government authorities in planning and organizing joint CMAM/IYCF training programs. Identifies training needs and objectives for the purpose of capacity building, program sustainability, as well as promotion and advocacy.
  • Support the implementation of community Infant and Young Child Feeding (IYCF) promotion and counselling.  
  • Undertakes field visits to monitor Programs and provide support to UNICEF and government state level, as well as arranges for the periodic Program reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting nutrition Program especially CMAM/IYCF project management and implementation. Provides technical assistance to government officials and other partners in the implementation, monitoring and evaluation of Program/project(s).
  • Drafts program/project status reports required for management, Board, donors, budget review, program analysis, annual reports, etc.
  • Map existing integrated CMAM/IYCF interventions and propose the most suitable approach to introduce the integrated CMAM/IYCF module and document lessons learnt in IYCF capacity building and establishment of community IYCF counselling.
 Qualifications of Successful Candidate 
  • University degree or higher in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, family health & nutrition, health & nutrition education, health & nutrition promotion and disease prevention, health emergency preparedness or other health related science field is required.
  • A minimum of 2 years of professional experience in nutrition, public health, nutrition planning and management and/or in relevant areas of maternal, infant and child health/nutrition care at the international level and/or in a developing country is required. Experience in health/nutrition program/project development in UN system agency or organization is an asset. Experience in behavioral change communication programme is required
  • Training in quantitative and qualitative research is an added value.
  • Emergency and development programing field work experience
  • Experience in monitoring health services inequalities and in programming interventions that reduce these inequalities an asset.
  • Fluency in both English & Arabic languages. Knowledge of another official UN language is an asset.
