Background
Strategic Planning, Partnerships and Communication (SPPC) Unit under the Programme Division ensures results based management approach is suitably applied within UNDP CO programme life cycle. The unit fosters results based planning, monitors UNDP’s programme effectiveness, ensures results oriented reporting while leveraging data driven decision making throughout the process. It designs and executes effective communications strategy on UNDP results and activities; and builds resourceful partnerships with all UNDP stakeholders. 
Specifically, SPPC integrates three functions - Communications, M&E and Information Management to support CO senior management, programme and project teams in the development of high quality substance-driven outreach; visibility of programme and project; evidence-based development situation analysis; planning & programmatic compliance; implementation of M&E processes; reporting on development impact; formulation & maintenance of partnerships, and multi-level resource mobilization embedding innovations in all the three areas.  In close collaboration with UNDP Sustainable Livelihoods and Governance and Stabilization units, SPPC collects, processes, manages, produces diverse and extensive data sets to support situation / thematic mapping, project monitoring, activity coordination and nurtures innovative processes. 
In 2017, SPPC managed to win UNDP Innovation Facility grant to carry out big data innovation pilot in the state of Al Gezira. The pilot entitled “Exploring Big Data for Development - Can we use mobile call data to measure poverty?” aims to explore innovative data sources around the use of telecom big data (such as mobile phone call behavior) as a proxy to measure SDG 1 (No Poverty) indicator 1.2.2 – Multidimensional Poverty Index (MPI) in collaboration with Central Bureau of Statistics (CBS) and National Telecom Corporation (NTC). 
As part of the Phase 1 of the pilot, UNDP SPPC in collaboration with CBS will undertake a household survey in 8 localities of Al Gezira state to collect ground data and measure MPI at locality level. The MPI measurement will apply the Alkire Foster method developed by OPHI which has never been used in Sudan before to estimate poverty levels. As per the agreed Concept Note, the Phase 1 requires a Field Survey specialist to ensure efficient implementation of household survey exercise in Al Gezira state as per the sampling frame design and household listing generated at locality level.
The outcome of this consultancy will contribute to accurate and representative measurement of MPI at a higher disaggregated level in geographic as well as sectoral terms. The MPI values thus measured later will be used as control/ground truth data for the telecom big data (mobile phone call behavior) test analysis. Locally, MPI values on its own will contribute to evidence based situation analysis of the state, identifying the most vulnerable areas and gaps in development sectors for comprehensive programme targeting and progress monitoring of SDG Indicator 1.2.2. Successful implementation of this exercise will allow replication & upscaling possibilities of this proof of concept in other states eventually supporting SDG 1 monitoring in Sudan. 

Duties and Responsibilities

  • Responsible for all field operations, logistical arrangements for data collection and obtaining household consent as per the sampling frame design and household listing;
  • Responsible for contacting local officials and community leaders to explain the exercise and obtain community consent for the survey;
  • Identify, recruit, and supervise 4 field coordinators and 12 enumerators to carry out the survey;
  • Train the 16 field workers (4 field supervisors & 12 enumerators) as per the training programme designed by the MPI Survey Manager;
  • Field test the survey instrument (digital questionnaires and tablets) with the field survey team.

Required Skills and Experience

Education
Master’s Degree or equivalent in Statistics, Demography, Social Sciences or any related field or Bachelor’s degree with at least 10 years of relevant experience.

Experience

  • A minimum of 7 years of experience in the implementation or management of household level surveys ideally covering similar topics at state or similar scale. (Prior experience working in socioeconomic and health related surveys highly desirable);
  • Strong capacity and experience in planning and organizing survey logistics;
  • Good network of experienced enumerators, supervisors;
  • Experience working in Sudanese rural context;
  • Strong interpersonal skills and a team oriented spirit;
  • Strong capacity in data management and statistics (familiarity with data processing and data analysis software such as SPSS);
  • Good English and Arabic writing and verbal skills.
